Swimulation is designed to prevent drowning and aimed at teenagers who have limited swimming skills and might be embarrassed to take a swim class, but would play a video game.

The primary goal of the game is to teach the player how to float on their back. This is a particularly useful survival skill. The core mechanic of the game involves setting a slow steady breathing rhythm.
